That's the infamous 009 flat spot which many, many people will tell you how to overcome (or just get over), when in fact the right thing to do is pitch it in favor of the correct distributor. VW engineering>John Muir.

Oh yes the 009 lag!! I will be changing out that distributor that was on my engine when I got it for stock real soon

Put a Richporter VW10 on mine set the initial timing to 7.5-8 deg BTDC and is good to go.Easy starting,smooth shifting and accell what else can I ask for oh it comes with cap and rotor and coil.Got it for $82.00 on Amazon.com with free shipping.Happy Camping!!!!!!
