That is an exceptionally old 23-window. What's with those turn signals?
Interesting that that license plate has a Lewis & Clark County number.

As I recall, that bus had mechanical turn signals up high in the side of the rear quarter panel---a 6 to 10 inch lever would pop out and blink.

That's what I thought--that it'd have semaphores. But what are those things under the headlights then?

I think it's the front turn indicator. I don't see any on top.  I posted a full picture--you can try zooming in for a bit more detail.  I believe it wa s a 1953 purchased used in Germany.
